Deyang Opens the First Integrated Service Window to Realize "One-Window" Government Services

The first integrated service windows in Deyang were officially opened at the Municipal Government Affairs Service Hall on July 1. Totally 47 matters on low-frequency government affairs service involving 9 municipal departments are included into the acceptance scope of the integrated service window. Applications are uniformly accepted at the counter and categorized and handled in the backstage, and certificates and documents are issued at the window, being a new mode of "one-window" handling of matters regarding government affairs service among competent departments.

One-window handling allows higher work efficiency.

Yesterday (the July 6), at the hall on the 3rd floor of the Government Affairs Service Center of Deyang Municipal People's Government, the reporter found that the originally separate windows for "Education, Economic and Information Technology and Finance" services were replaced by 3 integrated service windows. Hu Xiaoli, a resident, was consulting the window about matters on running private kindergartens. "I ran around from department to department. It was so troublesome. Now all matters are handled at one window. It saves much time and provides convenience for us."

To deepen the Reform of Streamlining Administration, Delegating Power, Strengthening Regulation and Improving Service, and to realize "one-window" handling, the Government Affairs Service Center is continuously optimizing allocation of resources and building service platform between departments by way of big data services with dedicated lines and networks, making great efforts in nurturing talents for "all-department window services", optimizing service lists and handling procedures, and has introduced integrated window services to improve work efficiency and service quality.

The integrated service windows introduced this time are mainly related to 9 government departments (Education, Economic and Information Technology, Finance, Sports, Federation of Industry and Commerce, Meteorology, Archives, Ethnic and Religious Affairs, Agriculture and Rural Areas) and handle 47 matters on government affairs including energy-conservation approval for fixed-assets investment projects, approval for product oil sales and marketing qualification, education and examination services, and production and operation licenses for animal husbandry. The new mode not only significantly reduces administrative expenses of the government, but also improves efficiency in approval.

"Aforesaid matters can be handled at an integrated service window from now on." According to Lai Changlong, an official in charge of the windows, each integrated service window connects multiple governmental systems. "Take the matter on running private kindergartens as an example. The applicant needs to go through formalities at the Administration for Market Regulation, the Education Bureau and other authorities. With the reform implemented, all these matters can be applied and handled at any window providing integrated services. As a part of one-package service, the window will provide free official seals after matters are handled."

Costs are reduced and only one visit is needed.

After integrated service windows are opened, the mode of government affairs service transforms from "nine windows plus several clerks" to "one window plus one clerk", so as to practically reduce administrative expenses of the government.

"In the past, we need 18 service window clerks. Now, only three clerks are needed. This will save us about RMB700,000 of government affairs expenses on a yearly basis. Uniform acceptance on the platform and categorized approval in the back stage has improved the efficiency in administrative approval by more than 40% and shortened the time for public approval by more than 50%." According to Zhang Yuchen, Director of the 1st Service Section of the Government Affairs Service Center, the Reform of Streamlining Administration, Delegating Power, Strengthening Regulation and Improving Service will be continuously deepened and the business environment will be further optimized to provide services to enterprises and individuals in a more efficient manner.

The integrated service window will operate under the integrated acceptance work system with applications uniformly registered and received at the windows, and reviewed and approved in a categorized way by government affairs service departments. Applications, after preliminary review at the window, will be immediately delivered to relevant government affairs service departments by their jurisdiction both online and offline. In addition, the mechanism for window urging handling and supervision is established, resulting in higher efficiency in categorized approval and shortened time for the public to obtain approval results.

    Besides, the government affairs service department will feed back the results of approval to the window within a specified or committed period of time. Certificates, documents, etc. are mailed to applicants' addresses by fast delivery, so that only one visit to local service halls is needed. (Reporter: Li Han)
