On May 6, the State Council issued Reply on the Approval of Establishing A Comprehensive Pilot Area of Cross-Border E-Commerce in 46 Cities and Regions Including Xiong’an New Area, which agrees to establish a comprehensive pilot area of cross-border e-commerce in Deyang and names it China (Deyang) Cross-border E-commerce Comprehensive Pilot Area.
According to the document, the pilot area should develop under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirits of the 19th National Congress of the CPC and the 2nd, 3rd and 4th Plenary Sessions of the 19th CPC Central Committee, and make comprehensive and and coordinated progress in “Five-in-One” overall layout and “Four Comprehensives” Strategy. By adhering to the new development concept, it will deepen the reforms of streamlining the administration and approval and improving regulation and services in accordance with the decision and deployment of the Central Party Committee and the State Council, and must actively adapt to the new trend of industrial revolution, and learn and promote the mature experience and practices from the former four batches of the comprehensive pilot areas, and finally advance industrial transformation and upgrading. It should also build brands and guide the comprehensive development of cross-border e-commerce to stabilize foreign trade and economy while promoting high-quality trade development. At the same time, it must safeguard the security of our country, the security related to the cyberspace, transaction and entry biology, the quality of import and export commodity, and effectively prevent transaction risks. By stressing the standards governing the development and promote the development with the standards, it will create good business environments where various market players compete fairly.
Chiefs of Deyang Municipal Commercial Bureau introduced that the pilot zone in Deyang is conducive to the transformation and upgrading of its traditional foreign trade enterprises.
