Funds Raised from All Possible Sources to Facilitate the Education Industry Base Project

The fourth visit team of the "Fight Epidemic and Promote Development" Enterprise Service Program of Deyang spearheaded by the Municipal Human Resources and Social Security Bureau recently visited Shifang to thoroughly investigate the industrial enterprises above the designated size, key service enterprises and key projects there, and discussed with the executives of the enterprises over their business resumption.

Chuanteng Chemical Co., Ltd. in Shifang has resumed 60% business. Its sales volume in January and February declined upon the same period last year and it is now gradually recovering. However, its export orders have declined due to the epidemic situation in foreign countries. Its output value in 2020 is expected to be the same as that of 2019. This company hopes for better policies on loan interest subsidies and hopes that the subsidies for participating in foreign exhibitions will be granted soon. This problem has been informed to the Shifang Municipality.

Youdiantian Eco-agriculture Co., Ltd. in Shifang has resumed 100% business. This company's sightseeing business received almost no tourist in January and February due to the epidemic. In March, tourist flow has gradually increased. The company CEO disclosed that the company pays over RMB600,000 of loan interest annually and it is under great pressure now due to the epidemic. The company hopes for the preferential policies on abatement or exemption of loan interests and also hopes that relevant government authorities will help granting the land needed for their grape deep-processing project and expedite land approval. After a discussion, their problems were informed to the Shifang Municipality.

Shifang Education Industry Base Project is now in the preliminary stages such as feasibility study and planning, with construction expected to commence this October. However, the project fund is still unavailable. After on-site discussion, this problem was informed to the relevant authorities of Shifang. Funds will be raised from multiple sources including special government bond, support from the central government and provincial budgeting, to help the project commence on schedule.

Within these 3 days, the visit team investigated 3 industrial enterprises above the designated size, 4 key service enterprises and 14 city-level key projects and collected 13 problematic issues, of which 1 was solved on site and others handed over to Shifang Municipality.
