"Some business mainly serve agriculture, but gas price is now charged as per industrial standards. Is it possible to offer subsidies according to the applicable agricultural policies?" On March 23, the second visit team of the "Fight Epidemic and Promote Development" Enterprise Service Program of Deyang spearheaded by the Municipal Financial Bureau visited the Luojiang National Grain Reserve, Grain and Oil Collection and Storage Corporation, Deyang Haishun Zhiyuan Trading Co.,Ltd and Yuda Yaochi Wiredrawing Project, to investigate the difficulties and problems encountered by the enterprises during business resumption, and found 4 problems concerning land, transportation and gas supply policies.

According to the investigation, the trading and distribution service enterprises above the designated quota have resumed business and their sales are gradually recovering. However, due to hindered logistics during the epidemic and seasonality of grain purchase and sale, their Q1 business revenue is expected to decline. It is anticipated that project schedules will be delayed. They urgently need the local governmental authorities to provide power sources and expedite issuance of land certificates and real estate licenses. In light of these problems, the relevant departments of Luojiang District convened a special session in the afternoon. The visit team recommended that these issues be informed to the Land and Resources Bureau and the Housing and Urban-Rural Development Bureau for discussion. On the day, the team also visited Luojiang Daxing Carton Packaging Plant and Shuangxin Fiberglass Plant, which are 2 small and medium-sized industrial enterprises, to communicate on spot with enterprises over the policy support needed.

      The visit team recommended more efforts on publicity about the policy support to enterprises and the competent authorities should quickly identify the enterprises that qualify for the subsidies and inform them to apply for the subsidies, avoid any omission and unjustified application, and ensure the implementation of the policies.
