More Than RMB39 Million Appropriated for Securing the Jobs of Over 130,000 Employees

The reporter learned from Deyang Human Resources and Social Security Bureau that since the outbreak of COVID-19, Deyang has successively issued Notice on Providing Quality Services in Human Resources and Recruitment during Epidemic Prevention and Control Period, Notice on Issuing the Handling Procedures for Deferred Declaration and Payment of Social Insurance Premiums, Several Measures on Stabilizing Employment, and other policies and measures, which support enterprises to resume production from various aspects such as reducing the burden of social insurance, guaranteeing employment of talented people, and stabilizing labor relationship.

The government has implemented policies for exemption, reduction, mitigation of social insurance premiums and for prolonging the prescribed time limit for declaration and payment. At present, 5,506 enterprises have deferred the payment of social insurance premiums (about RMB131,849,000) and 305 enterprises have filed delayed declarations for personnel changes (450 people involved). An overdue fine of RMB12,571,500 of 4,352 enterprises due to deferred payment of social insurance premiums has been exempted. The government has deferred levying all social insurance premiums payable by participating enterprises in March. After the implementation of the "exemptions for the first five months, reductions by half for the later three moths" policy, it is expected that the burden of pension, unemployment, and work injury insurance premiums of all enterprises in Deyang will be reduced by RMB840 million. The government continues to gradually reduce the payment rates of unemployment and work injury insurance premiums. And it is expected that enterprises' yearly payment of unemployment and work injury insurance premiums will be reduced by RMB179 million. The government has suspended the implementation of the transition ratio of the basic pension insurance base for enterprise employees. And it is expected that enterprises' yearly payment of pension insurance premiums will be reduced by RMB120 million.

In order to implement the policy of "stabilizing employment and returning social insurance premiums", the government has innovated and proposed a "early appropriation, later settlement" model, and arranged RMB50 million of returned social insurance premiums for employment stabilization from the city's unemployment insurance fund for qualified enterprises in batches. In the process of organizing enterprises to apply for approval, Deyang government broke the normal procedures, and simultaneously sped up application, review, publicity, information perfection and approval, and was the first in Sichuan Province to issue inclusive funds for stabilizing employment. At present, RMB39,033,600 have been returned to 1,179 enterprises for stabilizing 130,200 employees. For the fourth batch of employment stabilization funds, 389 enterprises have been accepted and the relevant department is stepping up its review.

The government has established a 24-hour key project (enterprise) labor dispatching guarantee mechanism, and set up human resources and social security commissioners to provide "one-on-one" services to 105 key enterprises, 259 key projects, and the large-scale enterprises with labor needs so as to dynamically and accurately monitor employment status and demand, and to carry out labor dispatching in a timely manner to help solve labor shortage. At present, 1,416 job vacancies in enterprises (projects) have been filled through recommendations.

Relying on the Deyang public recruitment website and WeChat public account, where all employment service resources are pooled, the government has been vigorously promoting the "employment supermarket" service featuring "non-stop employment service and online recruitment" during the epidemic. At present, a total of 3,626 enterprises have been organized to release more than 135,000 pieces of job information. Preliminary agreements have been reached between enterprises and more than 23,000 people.

The government has issued relevant policies for online training subsidies and opened Deyang Branch of Sichuan Vocational Skills Enhancement Online Training Platform to encourage enterprises and training institutions to conduct flexible and diverse online training. At present, 29 enterprises in the city have organized 2,923 employees to participate in online vocational training, and training subsidies of RMB630,000 have been applied.

The government has issued Notice on Issuing the Handling Procedures for Deferred Declaration and Payment of Social Insurance Premiums, sorted out the application conditions and procedures of policies, such as prolonging the prescribed time limit for declaration and payment of social insurance premiums, returning unemployment social insurance premiums for employment stabilization, and one-time employment subsidies, which support the SMEs to survive the hard times. It also announced the relevant contact numbers to the public, and streamlined the information channels, e.g. QQ/WeChat groups, telephone, fax, and courier, so as to guide enterprises to handle business through online platforms, mobile devices, appointments, express delivery and other services. "Temporary tolerable handling" is implemented for enterprises that lack documents at the time of application. The missing documents can be submitted by post or courier later. (Reporter Zeng Zheng)
