Poverty-alleviation Measures and Subsidies of Human and Social Security Authorities for Promoting Employment and Entrepreneurship

In an effort to mitigate the impact of COVID-19 on the employment and income of impoverished laborers, alleviate poverty, and build a well-off society in an all-round way, Deyang Human Resources and Social Security Bureau has launched a series of practical measures to help impoverished laborers and enterprises.

Support for impoverished laborers

Subsistence allowance for vocational training. For impoverished laborers who are willing to receive training, free vocational training will be provided at least once a year, and during the training period, subsistence allowance will be provided at a rate of RMB50 per day per person.

Social security insurance subsidies for flexible employment. Assistance will be provided to impoverished laborers who are unable to find a job on the market due to special reasons such as illness and disability to work at home, and subsidies for basic endowment insurance, basic medical insurance or urban and rural residents' endowment insurance will be provided in accordance with regulations. The flexible employment subsidy standards will be implemented to distribute subsidies for basic endowment insurance and basic medical insurance, while the amount of urban and rural residents' endowment insurance will be fully covered by the subsidies.

Subsidy for entrepreneurship. A one-time start-up subsidy of RMB10,000 will be given to impoverished laborers who start a small or micro enterprise for the first time or run an individual business, provided that such enterprise or individual business has been operating normally for more than 6 months from the date of industrial and commercial registration.

Subsidies for business premise rent (online operation and logistics). For eligible impoverished laborers who rent a fixed site in Deyang to start a business or open an online shop through the Internet, during normal operation, a subsidy for premises rent or online operation and logistics will be given at the rate of RMB2,000 per year for a maximum of 3 years.

Secured loans for business start-up. Eligible impoverished laborers may apply for secured loan for business start-up with a term of 3 years and a maximum amount of RMB150,000, and enjoy a fiscal subsidy for the interests of the loan according to regulations. Those who start a small or micro enterprise may apply for a secured loan with a term of 2 years and a maximum amount of RMB3 million, and enjoy a fiscal subsidy for the interests of the loan in line with regulations.

Subsidy for public welfare jobs. For impoverished laborers having a rural public welfare job, a subsidy of no less than RMB300/person/month will be provided according to regulations.

Travel subsidy. For impoverished laborers who seek employment outside the county of their household registration through organized labor export, a one-time subsidy of no more than RMB300 for job search, and a one-time subsidy for one-way railway, road, or waterway trip will be given.

Support for production and operation enterprises

Poverty alleviation workshops, community factories and other businesses that have been registered in accordance with laws and meet the requirements of the discount policy on secured loan of business start-up and fiscal subsidy of the loan interest can be granted a loan of no more than RMB3 million. Those who pay a loan in due time and achieve good results in promoting employment of impoverished laborers can be granted the loans and interest discount up to three times.

Enterprises are encouraged to recruit impoverished laborers as employees. Enterprises which sign labor contracts for more than one year with impoverished laborers and pay related social insurance for them will be granted a reward of RMB1,000/person, and social insurance subsidies and job subsidies will be provided according to regulations. Enterprises hiring more than 5 impoverished laborers will be named as poverty alleviation bases for employment, and will be awarded at least RMB50,000 at one time.

Professional cooperatives of farmers, large-scale farmers, family farms, rural e-commerce and other production and operation entities are also encouraged to recruit impoverished laborers. For those who maintain stable employment of impoverished laborers for more than half a year, a one-time reward of RMB1,000/person will be granted. For those who newly recruit more than 10 impoverished laborers, another RMB10,000 will be awarded at one time.

For enterprises, professional cooperatives of farmers, poverty alleviation workshops, and other production and operation entities that recruit impoverished laborers and conduct training through practical work, a subsidy of RMB200 per person per month will be given for such vocational training up to a maximum of 6 months.

For commercial labor service agencies and labor brokers who organize impoverished laborers to work in enterprises, and assist in signing labor contracts for more than one year and participating in social insurance, a subsidy of RMB1,000 per person will be provided.

The government will implement the reward and compensation policy for entrepreneurial incubation bases, integrate the one-time incubation incentive policy of entrepreneurial parks (incubation bases), and establish a follow-up incentive system for entrepreneurial parks (incubation bases). Parks (bases) at the municipal level and above that pass the review will be graded according to the review score, employment and entrepreneurship service subsidies of RMB50,000, RMB100,000 and RMB150,000 will be given each year according to their grade.

Those who are defined as “Deyang Liaison Station for Return Hometown for Business Start-up and Labor Export Service” will be given a subsidy of RMB20,000 to 40,000 per year for their services. Those who are defined as “Deyang Direct Liaison Station for Employment and Entrepreneurship Information Services” will be given a subsidy of RMB20,000 per year. (Reporter: Zeng Zheng)
