143 Key Projects in Deyang Resumed, with a Rate of 78.6%

Deyang Municipal Development and Reform Commission revealed that as of February 26, among 182 key projects underway in Deyang, 143 had resumed, with a rate of 78.6%. 1,255 large-scale industrial enterprises and 105 large-scale service enterprises had resumed in operation, with a rate of 94.5% and 57.4% respectively.

Over the past few days, the municipal authorities have spared no effort in facilitating the projects and enterprises to resume their full capacity. The Notice on Comprehensively Resuming the Key Projects in Deyang, Several Measures on Accelerating the Resumption of Work and Production to Achieve the Economic and Social Development Goals and other supporting policies have been issued, with the aim of facilitating the resumption.

In order to deliver a better performance in resumption, various regions and departments have strengthened guidance and service efforts, with a focus on the enterprises and projects. Deyang Development and Reform Commission has set up four teams responsible for supervision service, with respective leaders fulfilling specific duties. The municipal departments have worked with county-level departments to support the key projects to restart as per different project categories, and solve relevant issues through active coordination. At present, the restart rate of provincial and municipal key projects has reached 78.6%, of which that of provincial ones has reached 76.9%. Deyang Economic and Information Technology Bureau has assisted the industrial enterprises in  resumption, implemented "one policy for one enterprise", and established a dedicated service team to aid such enterprises in coordination and problem solving. Deyang Municipal Commercial Bureau has launched the targeted service called "one policy for one industry", in a bid to fully support and guide the resumption of the industries related to the needs of the people’s living, and to help the key service industries resume rapidly. Deyang National Economic Technological Development Area has given all-around services, and arranged a special bus to Yixing, Jiangsu to pick up 32 people back to Deyang for Pepsi’s food project, creating conditions for restart. Luojiang District has put forward comprehensive resource security measures in terms of funds, land use, materials, manpower, transportation, market, approval, maintenance and epidemic prevention and control to aid enterprises in preparing for epidemic prevention materials such as disinfectant, masks and thermometers.

Different regions and departments in Deyang have fully implemented the policies to promote the work and production resumption, and further inspire the enthusiasm and motivation of project-related departments and enterprises to restart independently. Deyang municipal Development & Reform Commission has actively implemented the national and provincial policies of electricity tariff subsidies and electricity price support by submitting to higher authorities the subsidy applications of 467 small and medium-sized enterprises (SMEs) engaged in commerce and trade industry, 367 manufacturers of medicine for epidemic prevention and other related SMEs. Deyang Economic and Information Technology Bureau has reported the financing needs of RMB1.8 billion of 97 "key guarantee enterprises for epidemic prevention and control", in which Youbang and Yaolong have been included in the national list of key guarantee enterprises. They will enjoy special re-loans and low-interest loans with an interest rate of less than 1.6% after receiving the subsidies. Deyang Human Resources and Social Security Bureau has accepted the applications of 379 companies for inclusive unemployment insurance return, involving an amount of more than RMB24.5 million, and the applications of six SMEs for online vocational training subsidies, involving an amount of RMB168,600. In addition, it has also provided training for 2,000 employees, and accepted the applications of 150 persons for employment and entrepreneurship service subsidies, involving an amount of RMB60,000, and completed registration of 282 enterprises for deferred payment of social insurance premiums, involving an amount of RMB35.1393 million. The financial institutions renewed the loans of 41 affected enterprises totaling RMB227 million, with an average interest rate of 5.2%, and adjusted the repayment plan for 746 affected enterprises and individuals involving RMB561 million, with an average interest rate of 5.84%; State Grid Deyang Power Supply Company has implemented a policy of reducing and exempting electricity expenses for large-scale non-energy-intensive industrial enterprises and general industrial and commercial enterprises by 5%, which is expected to reduce electricity expenses by RMB103 million, benefiting more than 130,000 users.
