In principle, the primary and secondary schools in Deyang are scheduled to open according to the original plan. The admission procedures will be initiated on February 28, and the lessons will be officially given on March 1. The kindergarten shall implement by reference to the above policy. The students will return to school step by step, so as to avoid the students coming back to school at the same time. The secondary vocational schools shall, based on specific conditions of various schools, determine the opening date of the school term in accordance with the principle of "different areas, grades, dates and times for opening". The colleges and universities in Deyang are required to strictly enforce the requirements of epidemic prevention in accordance with the arrangement and deployment of the Sichuan Provincial Department of Education, and arrange the students leave and return to school in batches on different days. Recently, all areas and schools in Deyang have highlighted five key points to strengthen the preparations on school opening. 

Strengthen health monitoring over the teachers and students. We shall stick to the overall strategy of "preventing the imported COVID-19 cases, and preventing the COVID-19 epidemic from rebounding, and prevention measures on both human beings and goods", enforce the health monitoring of teachers and students, strictly execute the system of "daily reports" and "zero reports", and implement self-health management 14 days before the school opening. Various schools are required to initiate a thorough survey on the health and physical conditions of teachers and students, reminding students and parents to pay close attention to the development of the epidemic situation, reduce unnecessary travel and carry out the health monitoring before the opening of school.

Strengthen the reserve of emergency materials. We should intensify the overall support, reasonably measure the demands for materials reserve, reserve the masks, thermometers, hand sanitizers, disinfectants and other materials through various channels, and set up a certain number of temporary observation rooms. We should also formulate the management system for materials used for prevention and control of the COVID-19 outbreak, conduct the dynamic management and control, use these materials scientifically, and ensure that these materials are "dedicated for prevention and control of the COVID-19 outbreak". 

Strengthen the campus environment improvement. The education authority shall contact the health and disease control authorities to monitor the school environment. All schools are required to thoroughly disinfect the environment in the classrooms, offices, public education and teaching halls (rooms), canteens, dormitories, toilets, elevators, stairs, handrails, bathrooms, and other vital places. All schools shall carry out general cleaning in the school, thoroughly clean up the inaccessible corners, unblock the sewers, and eliminate breeding grounds for disease vectors; promote the wastes sorting to ensure that the wastes are treated on a daily basis and the school is clean and tidy; check the water supply facilities and equipment in the school, carry out the repair and improve the hand-washing facilities. 

Strengthen emergency drill training. All schools are required to conduct special training for the faculty, canteen staff, security guards, and dormitory management personnel, and carry out non-scripted emergency response drills to ensure that they master the basic knowledge of epidemic prevention and control, emergency response methods, procedures, and report contents.

    Strengthen work shifts and security guarantee. We should strictly implement the post responsibilities, and conscientiously complete work shifts and security guarantee for an emergency. We should also strictly enforce the system of 24-hour assigned personnel on duty, shift system headed by leaders, and reporting system for going out. The personnel on duty shall stick to their posts, master the emergency handling process, and resolutely put an end to the cases when on duty, such as any absence without approval, unqualified personnel for work shift and loss of contact.
