Deyang Takes Ten Measures to Promote the Urban Integration in Grassroots Governance between Deyang and Chengdu

To implement the spirits of the 4th Plenary Session of the 19th CPC Central Committee, the 6th and 7th Plenary Sessions of the 11th Sichuan Provincial Party Committee and the 11th and 12th Plenary Sessions of the 8th Deyang Municipal Party Committee and to promote the urban integration in grassroots governance between Chengdu and Deyang, Deyang has recently taken ten measures to benchmark Chengdu's advanced experiences in grassroots governance and to promote the urban integration in grassroots governance between Chengdu and Deyang.

Make a priority list of benchmarking. Chengdu has played a model role in adopting the “1+6+N” system for community development and governance, taking the “five actions”, incubating social organizations, nurturing private enterprises, setting up community/village workstations and developing the “15-minute public service circle” and the “5-minute handy service for the public”. Deyang has prepared a priority list of benchmarking Chengdu’s advanced experience and printed it out, encouraging the grassroots to thoroughly study, learn from and practice these experiences by way of self-learning, lectures and discussions.

Carry out themed education and training. Deyang makes full use of Chengdu's high-quality teaching resources platforms to carry out practical training on grassroots governance by level and by category. At the municipal level, it organizes "traders" of the city and all counties as well as township (subdistrict) and village (community) party secretaries to carry out demonstration training; at the county level, it organizes personnel taking charge of key positions of counties and townships to carry out key training; at the town (subdistrict) level, it organizes village (community) party secretaries to carry out full-staff training.

Establish city-level exchange platforms. Deyang Municipal Party Committee’s Grassroots Governance Office and Deyang Municipal Grassroots Governance Promotion Center have strengthened communication with the Chengdu Social Governance Committee, signed a framework agreement for communication and cooperation between Chengdu and Deyang to explore the establishment of facilitating mechanisms including regular joint meetings, co-hosting of summit forums, co-cultivating social organizations and sharing important resources. In this manner, the exchanges and joint construction between Chengdu and Deyang will be deepened  to comprehensively improve the level of grassroots governance in Deyang.

Carry out district-county pairing actions. Jingyang District and Chenghua District, Luojiang District and Pidu District, Guanghan City and Qingbaijiang District, Shifang City and Pengzhou City, Mianzhu City and Dujiangyan City, Zhongjiang County and Jintang County, Deyang National Economic & Technological Development Area and Chengdu High-Tech Zone have respectively established comprehensive mutual strategic partnerships. Under such relationship, specific measures for promotion have been clarified and detailed for the parties to learn from each other, strengthen exchanges and interactions as well as deepen and promote the joint construction of mechanisms and resource sharing.

Advance joint development of border regions. The three key aspects of public services, grassroots governance and economic development are highlighted. A new model of mutual learning, mutual assistance and cooperation in the border towns of Chengdu and Deyang is to be established. The aim is to explore the overall linkage and regional coordination mechanisms for promoting social security, ruling by law, taking "diversified solutions" for contradictions and disputes, comprehensive management of urban and rural environments and responding to public emergencies, and finally create a safe border and beautiful countryside.

Deepen classified benchmarking at grassroots. Based on types and characteristics of each village (community), Deyang classifies and determines the benchmarking organization and carries out normalized learning and communication efforts. It implements the "one-shoulder task" responsibility system under which party secretaries and directors shall be responsible for key learning activities in rural areas, rural collective economic development and beautiful rural development. For communities, it is necessary to enhance the Party’s leadership, the transformation of positions that are close to the people, the cultivation of social organizations, community activities, voluntary services and the community economy, etc., so as to effectively strengthen the foundation at grassroots.

Assign talents to learn from each other in work. Deyang focuses on the three levels i.e. Chengdu Social Governance Committee, township (subdistrict), and village (community). Deyang selects talents from across the city to learn from each other in work. Through "one-on-one" in-work practice, whole-process project promotion and other methods, it aims to change the working ideas of cadres and enhance their professional capabilities. At the same time, cadres from towns (sub-districts) in Chengdu are invited to take up positions in Deyang for training, with their wisdom utilized to guide and improve the level of grassroots governance.

Strengthen the development of think-tank. Deyang invites the experts and scholars of grassroots governance at all levels from Chengdu to create its expert talent pool. By means of the study guidance by the central group, forums and salons, special lectures, subject research and unit-to-unit guidance, theoretical support, decision-making reference and practice guidance are provided for urban and rural grassroots governance across the city from the following aspects: system construction, cultural building, activation of public space, community planning and construction, services purchased from social organizations, entrusted property management and collective economy.

Set up the league of training colleges. Deyang relies on the Chengdu Metropolitan Social Governance Alliance to integrate its education and training resources in party schools, universities, vocational colleges, etc.; Deyang establishes urban and rural grassroots governance colleges and sets up branches in counties where conditions allow. It strengthens cooperation and exchanges with Chengdu Rural Administration Academy and Chengdu Jincheng Urban and Rural Community Development and Governance Training College on this basis to share training resources, implement training projects together and promote integrated and joint education.

Consolidate and expand the application of achievements. Deyang guarantees the proper use of knowledge and the combination of knowledge with practice by injecting learning achievements into projects and by listing the implementation results of projects. A quarterly exchange meeting is held for on-site training. Supervision and guidance are carried out every six months. Competitions are held and awards are granted on a yearly basis. With these measures taken, it aims to fully stimulate the city’s enthusiasm for learning from Chengdu and ensure consistent idea, unified direction and shared achievements in urban and rural grassroots governance.
