On July 17, Deyang Human Resources and Social Security Bureau revealed that Deyang's social security card officially introduced a new function, based on which the social security card can be used as the reader's card at Deyang City Library. Users of Deyang's social security card can conveniently register as certified readers of Deyang City Library with their active social security cards to borrow books from the library without deposit.

In the past, residents who wanted to borrow books from Deyang City Library were required to be registered by library staff with the library's business system to get a reader's card by presenting their ID cards (or resident certificates for underage readers) and paying a deposit of RMB100. Since now, users of Deyang's social security card can borrow books from Deyang City Library or any of its service center without deposit through fast and convenient registration procedures with their active second-generation or third-generation social security cards. The previous formalities of the registration and certification are gone for good.

Deyang Human Resources and Social Security Bureau and Deyang Municipal Bureau of Culture, Broadcasting, Television and Tourism jointly launched the "All-in-one Card" as a product to share public cultural services, which incorporates the function of reader's card for Deyang City Library into Deyang's social security card, so that several purposes are achieved by one card and information and data are shared among departments and sectors. Next, Deyang Human Resources and Social Security Bureau will further enlarge the service scope of the physical and the electronic social security card based on online and offline service abilities of the card, so as to promote common use and recognition of the social security card in all public service sectors and aim to develop the "All-in-one Card" service management mode based on the social security card.
