The Implementation Plan of the Promotion of Sichuan’s Products in China, Deyang, 2017.

In order to further expand sale channels of Deyang’ products, find new orientations, and increase shares of local products in markets of other provinces, manufacturing and marketing enterprises shall be actively organized to participate in the Promotion of Sichuan’s Products in China. Hereby the Implementation Plan has been developed.


I. Subject

To build exhibiting platforms and open sale channels.


II. Organization.

In the mode of Enterprise-Leading, Government-Guiding, Association-Participating, and Market-Operating, famous enterprises of Deyang will participate in activities of the Promotion of Sichuan’s Products in China, with a focus on central cities such as Beijing, Shanghai and Guangzhou, in combinations of centralization and decentralization, exhibition and promotion, commodities and services, and online and offline. Based on the joint participation of well-known exhibitions and online expansion of markets in the earlier phase of the Promotion, enterprises of Deyang shall find new ways and methods, improve weak links, and further promote Sichuan’s products in trade areas, markets, communities, catering enterprises, exhibitions, and Internet to form a sale framework of multi-brand sale, multi-industry linkage and multi-city coordination to promote Deyang’s products in main circulation channels of China.

1. Trade areas. Well-known, excellent, featured and new enterprises of Deyang shall be guided to enhance connections with important trade areas, featured shopping streets, commercial complexes, shopping centers and large shopping malls; platforms shall be built to promote famous enterprises and products of Deyang in well-know purchasing systems of other provinces; distribution networks shall be established for Deyang’s products in major cities of China to enhance arrangement of good supply and marketing of products.

2. Markets. Agricultural enterprises, such as vegetable and fruit bases, agricultural economic associations and food processors shall be organized to establish connections with large wholesale markets in central cities, and enter local markets through exclusive selling points, distributors and agencies.

3. Communities. Appropriate community chain supermarkets shall be selected to organize joint exhibitions and promotions with well-known enterprises of Deyang to promote sales of Deyang’s well-known, excellent, featured and new products in communities of other provinces.

4. Catering enterprises. Stores of Deyang’s catering enterprises in other provinces shall be organized to hold sales campaigns in a centralized manner; well-known catering enterprises of Deyang organized to exploit markets and establish direct-sale and chain stores in other provinces; subsidiary agricultural and native products, including condiments encouraged to enter purchasing systems of large catering enterprises in other provinces; well-known, excellent, featured and new enterprises of Deyang guided to open in-shops and mini stores, and hold exhibitions and promotions in large catering enterprises in other provinces.

5. Exhibitions. Deyang’s well-known, excellent, featured and new enterprises of food, alcohol, condiments and subsidiary agricultural products shall be organized to participate together in domestic famous exhibitions to conduct display, sale and promotion activities.

6. Internet. Well-known enterprises and products of Deyang shall be guided to participate the Promotion of Sichuan’s Products on Internet. The Sichuan Online Fair shall be fully utilized as the public E-commerce service platform to conduct online-offline promotions and exhibitions on third-party networks.


III. Major Events

1. Activities organized by the Commerce Department of Sichuan

(1) Promotion of Sichuan’s Products in China, Beijing Station. Enterprises shall be organized to participate in activities organized by the Commerce Department, including the establishment of the demonstration store for well-known, excellent and local products, and the co-marketing of Sichuan’s well-known alcohols in Beijing, which shall be mainly centered on Jingyang and Zhongjiang, with coordination with other counties, cities and districts. 15 enterprises plan to participate.

(2)Promotion of Sichuan’s Products in China, Shanghai Station. Enterprises shall be organized to participate in the Appraisal and Promotion of Sichuan Teas organized by the Commerce Department from 18 to 21, May, during the 14th Shanghai International Tea Exposition, and agricultural products promotions and exhibitions, which shall be mainly centered on Guanghan and Mianzhu, with coordination with other counties, cities and districts. 8 enterprises plan to participate.

(3)Promotion of Sichuan’s Products in China, Guangzhou Station. Enterprises shall be organized to participate in the Production and Marketing Exhibition of Sichuan Food and Ingredients organized by the Commerce Department from 14 to 17, June, during the 6th Guangzhou International Food and Ingredients Fair, and promotions and exhibitions of Sichuan tea, which shall be mainly centered on Guanghan and Mianzhu, with coordination with other counties, cities and districts. 10 enterprises plan to participate.

(4)Promotion of Sichuan’s Products in China, Changchun Station. Enterprises shall be organized to participate in the joint promotions and exhibitions of Sichuan well-known enterprises and products organized by the Commerce Department in Bashu Valley, Changchun, and some of the enterprises shall be encouraged to settle in Changchun. The event shall be mainly centered on Guanghan and Shifang, with coordination with other counties, cities and districts. 10 enterprises plan to participate.

(5)Promotion of Sichuan’s Products in China, Chongqing Station. Enterprises shall be organized to participate in the 97th National Sugar and Wine Trade Fair organized by the Commerce Department in October, in which excellent brands of Deyang shall be displayed through exhibitions, appraisals and exchanges. The event shall be mainly centered on Luojiang and Jingyang, with coordination with other counties, cities and districts. 8 enterprises plan to participate.

(6)Promoting Sichuan through Its Cuisine. Catering enterprises shall be organized to participate in activities, such as the Gourmet Appraisal of Sichuan Cuisine and the Joint Exhibitions of Sichuan Cuisine, organized by the Commerce Department in major cities of China, which shall be mainly centered on Zhongjiang and Mianzhu, with coordination with other counties, cities and districts. 8 enterprises plan to participate.

(7)Joint exhibition and marketing of well-known enterprises. Enterprises shall be organized to participate in joint exhibitions and promotions organized by the Commerce Department, with coordination with other counties, cities and districts. 10 enterprises plan to participate.

(8)Spring Festival Promotion of Sichuan Products. Enterprises shall be organized to participate in the 2018 Spring Festival Promotion of Sichuan Products in mid-December, organized by the Commerce Department in central cities including Beijing, Shanghai, Changchun, Chongqing and Guiyang. A series activities shall be held surrounding retail, wholesale, catering and Internet, etc.

(9)Online and offline exhibitions. Enterprises shall be organized to participate in online and offline promotions and sales organized by the Commerce Department at the end of December. Through E-commerce service platforms including the Sichuan Online Fair, local enterprises and products shall be encouraged to participate in the Jingyang E-commerce Demonstration Area project, while local E-commerce enterprises and well-known third-party platforms boosted to hold online exhibitions and sales, and to further promote Deyang’s products in markets of other provinces through Internet.

2. Activities organized by Deyang.

(1)Promotion of Sichuan’s Products in China, Xinjiang Station. Deyang will participate jointly with Guangyuan and Mianyang in events organized in Xinjiang, including the 4th Silk Road International Food Fair, the 4th Silk Road Restaurant and Catering Enterprise Conference of China and the 7th Silk Road International Catering Exposition, the 13th Xinjiang, Central Asia-South Asia Commodities Fair, and the 16th China International Agriculture and Food Expo Fair, etc, which shall be mainly centered on Jingyang and Mianzhu, with coordination with other counties, cities and districts. 10 enterprise plan to participate.

(2) Special expanding and recommending activities. In order to implement stable development measures of central, provincial and municipal governments, circulation and consumption-promotion platforms shall be established, in coordination with economic, information and agricultural departments, to combine the modes of Going-out and Bringing-in, invite influential enterprises to Deyang for connection of product manufacturing and marketing, and organize Deyang’s enterprises to conduct expanding and promoting activities in markets outside of Deyang and Sichuan to raise the reputation of Deyang’s brands, enterprises and city card.

(3)Organize enterprises of Deyang to participate exhibitions and fairs at appropriate times. In order to help Deyang’s enterprises further expand in markets outside of Sichuan, new promotion models shall be explored in an active manner based on demands of markets and enterprises, while enterprises shall be organized to conduct market-expanding activities irregularly.


IV. Supporting Policies

Appropriate subsidies shall be provided for costs of public installation, recommendation and space rental for events led or organized by the Commerce Bureau under the policy system and funds of the Three Major Activities; activities organized by counties, cities and districts shall be supported by government finance. Subsidies shall be provided to enterprises which shall participate in promotions in trade areas, markets, communities, catering enterprises, exhibitions, and Internet from the internal trade promotion funds of Sichuan, and detailed policies shall be drafted by initial departments in coordination with financial departments.


V. Requirements

1. Organization and leadership should be enhanced. The participation in the Promotion of Sichuan’s Products in China has positive and important significance for increasing reputation of Deyang’s well-known, excellent, featured and new products, promoting products in different markets, and boost external cooperation and exchange. Accordingly, counties, cities and districts should enhance organization and leadership, draft detailed implementation plans, strengthen policy support, and guide and organize enterprises to participate actively, so as to further raise reputation of Deyang’s products and brands, expand markets in China and other countries. Persons should be assigned to different stations to guide enterprises which participate in exhibitions and promotions, collect relevant information, and sum up results and deficiencies.

2. Cooperation and coordination should be enhanced. The Promotion of Sichuan’s Products in China is an important measure to promote Deyang’s products in markets outside of Deyang and Sichuan. Based on features of Deyang’s products, each exhibition or promotion should be mainly centered on 2 counties, cities or districts, with active participation of other counties, cities and districts, while capable counties, cities and districts could organize voluntarily enterprises to hold activities or participate in exhibitions outside of Sichuan. Commerce departments should further enhance senses of responsibility and urgency, and coordination with other departments to collect and verify information related with Deyang’s enterprises of China Famous Trademark and Sichuan Famous Trademark, which is needed for organization and recommendation of enterprises.

3. Recommendation and guidance should be enhanced. Relevant departments need to investigate the operation of large, high-quality, good-benefit and well-known enterprises of Famous Trademark, vigorously raise public awareness on strategic significance of the Promotion of Sichuan’s Products in China for the improvement of reputation, added-values and establishment of enterprises and brands’, and organized eligible enterprises to participate in exhibitions actively.

Counties, cities and districts shall, based on the provincial and municipal implementation plans of the Promotion of Sichuan’s Products in China, actively organize enterprises to participate in exhibitions, collect information related with implementation and results of the activities, and finish the Result Statistical Form of Two Domestic Major Events, and the Result Statistical Form of Promotions Outside of Sichuan, which should be submitted to the Commerce Bureau, Deyang, before 22nd each month.
