Implementation Plan Shopping Journey in Sichuan Deyang, 2017

In order to fully exploit development potentials of consumption, increase market shares of Deyang-manufactured products in Sichuan, build more people-beneficial shopping environments, meet and stimulate consumption demands of urban and rural residents, and promote the further development of economy, circulation and consumption, the Plan has been drafted.


I. Subject

To promote sales of Deyang-manufactured products through people-beneficial shopping.


II. Organization

A rich-in-content and varied-in-style Shopping Journey in Sichuan of Deyang, 2017 shall be coordinated by municipal government, implemented by county, city and district governments, and participated by business associations, with enterprises as the main body and based on market operation. Surrounding consumption hot spots under the new economic normal, industrial advantages, location features, cultures and folk customs, and the holiday economy, consumption promoting and supply-demand docking platforms shall be constructed, and combinations of store sales and exhibition sales, offline sales and online sales, holiday sales and normal sales, credit sales and quality sales, and Going-out and Bringing-in strategies adopted to promote Deyang’s products in purchasing systems in Sichuan, such as large wholesale markets, chain supermarkets and catering enterprises, so as to improve consumption absorptive and radioactive forces, and increase market shares of Deyang’s products in Sichuan, and help the targeted poverty alleviation.


III. Implementation

1. The following important events shall be organized.

(1)From January to February, the Sichuan-Deyang New Spring Shopping Month 2017 shall be organized in the whole city, mainly including the New Spring Exhibition, the New Year Sales of Sichuan Specialties, and the Local Gourmet Food Competition of Deyang, so as to provide quality services and convenience to the public, promote the development of urban and rural markets, and stimulate consumption demands.

(2)From January to February, and from July to August, Deyang’s enterprises shall be organized to participate in the Sichuan Online Trade Fair, and pavilions of Deyang features shall be opened on the fair to display Deyang’s famous and featured products, such as local brands, old and famous shops, and landmark products. People-beneficial sales campaigns shall be launched by E-commerce enterprises through online and offline exhibitions and experience.

(3)From 7th to 10th April, the 11th Recreational Vehicle and Home Improvement Exhibition of Deyang shall be held, and exhibitions and fairs organized by enterprises of real estate, automobile and building materials from Deyang, Sichuan and other areas to promote the development of economy and consumption.

(4)From mid-April to late May, the Consumption Promotion Month shall be organized as a part of the overall arrangement of the Commerce Department. In the period, in combination with hot spots, such as, the May Day, the Dragon Boat Festival, the shifting of Spring and Summer, and the Spring Outing, consumption promotion activities shall be held including the Specialty Exhibition, People-Beneficial Consumption Day, the Local Culture Festival, the leisure Tourism Festival, and other consumption promotion events related with flowers, fruits and teas, to cultivate consumption hot spots and stimulate consumption demands.

(5)The Summer Holiday Beer Festival along with the 2017 Dragon Boat Competition shall be organized. In mid-June, beer-tasting, beer-drinking contests and performances to stimulate consumption demands of urban and rural residents.

(6)The 2017 Gourmet Festival and the Gourmet Food Rating. From August to September, gourmet food reviews and ratings, as well as sales promotions shall be organized by catering enterprises in the whole city to promote the transformation and development of Deyang’s catering industry.

(7)Sichuan (Deyang) E-Commerce Development Summit. At appropriate time, a whole-city E-commerce exhibition shall be organized to display and exhibit Internet+ development fruits of counties, cities and districts, including intelligent manufacturing, advanced technologies, smart home and life, intelligent business and logistics, Internet finance, smart city, mass entrepreneurship and innovation, cross-border E-commerce, etc., while promoting the 020 Shopping and online-offline interaction.

(8)In September, the Golden Autumn Shopping Festival shall be organized, with focus on brand culture and quality, in order to lead consumption ideas and styles; to turn exhibitions into marketization platforms; to integrate cultural ideas and industrial resources to promote consumption; to provide consumers with clear and quick guide services; to help enterprises enhance sales and brand promotion, improve multiform sale channels, promote the integration of industry and commerce and the connection of domestic and foreign trade, enrich market supply, elevate consumption levels to stimulate domestic demands.

(9)In coordination with economic, information and agriculture commissions and departments, as well as governments of Chengdu, Mianyang and Guangyuan, a large Manufacturer and Buyer Fair mainly focused on famous and new products, including food, condiments and subsidiary products, shall be organized to provide a feast of shopping.

(10)From September to October, housekeeping enterprises of Deyang shall be organized to hold promotion activities to provide excellent housekeeping services, improve public awareness and promote the development of the industry.

(11)In September, enterprises of Deyang shall be organized to participate the Southwest Commodities Fair, which will be a large regional commodity exhibition held in Luzhou, Sichuan.

(12)E-commerce activities shall be organized in rural areas based on solar terms, such as oil manufacture, jujube picking, fishing, and the Eight-Bowl cuisine, etc., to exhibit and sell products.

2. Promotion activities shall be organized based on historical, cultural and folk characteristics.

Counties, cities and districts should, with village tour and leisure agriculture as carriers, organize rich and varied outing and sightseeing activities to boost urban-rural interaction and the development of rural consumption market. Based on local history and cultures, multiform activities of folk characteristics shall be held to enrich urban and rural culture and life, while boosting consumption and expanding purchasing and selling platforms.

(1)Jingyang. The Ten-Thousand-Mu Lotus Festival and the Shangjiu Festival.

(2)Guanghan. 2017 Baobao Festival and the 15th Peach Blossom Festival.

(3)Shifang. 2017 Mazu Temple Fair Festival and the Majing Yuanxiao Festival.

(4)Mianzhu. The 17th Pear Blossom Festival and the 15th New Year Painting Festival.

(5)Zhongjiang. The 5th Peony Ecological Tourism Festival and the 6th Cultural Tourism Development Conference of Deyang.

(6)Luojiang. The 3rd Tiaoyuan Cup Sichuan Cuisine Competition and the 11th Pear Blossom Festival and Pantong Temple Fair.

3. Commercial associations and chambers, and enterprises shall be guided to held discount sales and participate in exhibitions.

(1)Enterprises of Deyang shall be encouraged and guided to continuously organize sales activities to play a principal role in consumption promotion and gradually build up long-term mechanisms.

(2)In 2017, around 60 shopping activities shall be organized to properly utilize the leverage in the market to allocate resources, enhance consumption attractiveness of enterprises, increase market consumption, enrich shopping modes of urban and rural residents, and arouse people-beneficial shopping waves.

(3)Government departments shall play a guiding role to organize and arrange enterprises to explore foreign markets, enhance their market expanding awareness, promote the development of provincial, domestic and foreign markets, construct purchase and sale platforms, form a vibrant market expanding environment, increase shares of Deyang products in domestic and foreign markets, boost the circulation and consumption, guide production, and promote the continuous, healthy and stable development of Deyang’s economy.

Commerce departments shall, based on provincial and municipal implementation plans and in coordination with local economic features, actively organize enterprises to participate in major trade and business activities and featured exhibitions, timely collect information related with the activities and achievements and finish the Result Statistical Form of Two Domestic Major Events, which shall be submitted to Deyang Commerce Bureau before 22nd every month.
