It is planned that the green cards will be distributed to 202 people first, who can enjoy 17 facilitation services.

The Organization Department of Deyang Municipal Party Committee recently issued Measures to Implement “Tianfu Meritocrat Card·Deyang Talent Green Card” System (Trial) (hereinafter referred to as “Measures”), which means the green card system will be fully implemented for talents in Deyang.

The green card is mainly for four types of expert talents, namely high-level talents providing services for municipal leaders, (international) leading talents with comprehensive innovation ability introduced by Deyang Municipality, selectees of Deyang “Meritocrat Program” (including Deyang Chief Technician) and other talents recommended by municipal industrial authorities, counties (cities, districts). The cards will be distributed to 202 people first.

The Measures stipulates that cardholders can enjoy services in 7 aspects, namely government affairs, finance, scientific research, settlement, medical care, transportation as well as visiting and tourism. There are 17 special facilitation services, such as free bus and free entry to the municipal state-owned libraries, museums and cultural centers, special outpatient medical services as well as convenient channels for government affairs services. In this way, the green card makes it easier for holder’s life and work.

The implementation of the system, as a measure to carry out the strategy of developing the city by talents and an innovative path to promote the reform of talent development system and improve the quality of talent service, embodies the spirit of the 9th Session of the 8th Plenary Conference of the Municipal Party Committee and the municipal party committee and government’s eagerness to seek talents of the world. In addition, it also provides a solid foundation to attract top talents from home and abroad to start their business in Deyang and promote high-quality development of Deyang as the provincial sub-economic center.
