Deyang International Railway Logistics Port Takes Measures to Connect Chengdu: Building A National Railway Logistics Base through Collaborative Projects

Since the beginning of this year, Deyang International Railway Logistics Port has seized the opportunity of the integrated development with Chengdu. It has taken various measures to promote the joint development with Chengdu and enhance the momentum of the port for development.

Consolidating the industrial base with projects. We have established a joint venture with Chengdu Industrial Group, thus forming a four-in-one development model of “investment, construction, management and operation” and a management model of “management committee + company”. We have made a list of jointly-built projects and analyzed the construction plan of infrastructure and functional projects in the port. In 2019, about RMB2.734 billion has been invested into 10 key projects including the perfection of weak areas in infrastructure, the project of resettlement housing in rundown urban areas and the bonded logistics center (Type B), and these projects have been included in the list of the first-phase co-construction projects.

Improving the functions of the port in different aspects. Relying on the original Huangxu freight depot, we have established a Level-II national railway logistics base with China Railway Chengdu Group Co., Ltd. The railway’s function of collection and distribution is utilized to build an “inland port” with multimodal transportation. The supervision station of Deyang International Railway Logistics Port Customs is set up to make customs clearance more convenient for companies and facilitate the trade. Cooperating with Chengdu Customs, we are promoting the construction of the Logistics Port Bonded Logistics Center (Type B). At present, its feasibility report and program design have been completed, and the construction is expected to start within this year.

Enhancing the logistics’ timeliness through the development of channels. We have established the first dual-base port of “China-Europe Container Trains (Chengdu) Deyang Base” and “Chengdu-Euro+ASEAN International Container Trains Deyang Base” in Sichuan. In this way, it can be an auxiliary port for goods collection and exert a sister port’s advantages of capacity guarantee, freight rate policy and goods supply. Therefore, cargoes can be transported to Chengdu International Railway Port by short-distance transshipment of roads and railways, and then go to the rest of the world through more than 30 lines such as China Europe Line, China-Russia Line, Central Asia Line and ASEAN Line.
