Deyang Introduces Seven Measures to Facilitate Residency Administration: Border Pass and Temporary Resident ID Cards can be Issued at Police Station

Recently, the public security organs of Deyang introduce seven measures to facilitate residency administration and deepen the reform to delegate power, improve regulation and upgrade services. This action is also to implement the conference spirit of “reform to strengthen the police”, optimize the service of household management in Deyang, and meet people’s new expectations and requirements for public services.

Specifically, the seven measures are: border pass that used to be applied for at district/county administrative center only can now be issued by local police station. The power to issue temporary resident ID card is extended from the district/county administrative center to local police station which can handle it within a short time. At the windows for public security affairs in district/county administrative center, the points for ID cards of all district/county police stations will be set up, so people can choose either administrative center or police station to apply for (change or replace) their ID cards. When people whose place of origin is Deyang replace or get ID cards away from their home area (cross-region/county), the procedures are streamlined: they just need to provide one of the valid certificates issued by the public security organs, such as household registration, ID card, motor vehicle driving license or passport, while residency certificate for migrants is no longer required. In communities with needed conditions, the pilot to extend part of the household registration affairs to community police office will be explored to create a “15-minute service circle”. Population information inquiry points in the municipal affairs center will be added to facilitate citizens, units and legal workers to get certificate of demographic information at a near service window for their life and work needs. A “green channel” will be opened for people over 70 years old and the disabled, and priority to issue certificates for them will be provided, so as to create a service environment where the elderly and the disabled are assisted and respected.

      The implementation schedules of the seven measures are different. For decentralizing the power of issuing border pass to police station, pilot goes ahead of promotion. Before June 15, the pilot will be completed in 15 police stations, and then this action will be prompted to all police stations from July 1. Temporary ID cards can be issued by local police stations instantly with the engagement letter that the administrative examination and approval brigades of district/county public security organs sign with police stations. In this regard, 15 pilot projects will be completed before July 15 and it will be extended to all police stations in Deyang from August 1. More resident ID card processing centers will be added, and the working system of managers’ AB role will be implemented at county-level centers. Certificates will be issued with the authority from the Municipal Public Security Bureau. These actions will be taken in the whole city from July 1. The procedures of changing and replacing resident ID cards away from one’s home area will be simplified. From June 1, the replacement and reissue of ID cards away from home districts and counties will be possible for people whose household information is registered in Deyang. Local administrative examination and approval departments and public security departments will notify each other of the name lists to timely distribute the collected information to the police station in citizens’ temporary place of resident. The handling of some household registration affairs will be extended to the community police office. At least one pilot community police office will be set up in each district and county before August 1st, which will be put into trial operation from October 1st, and be popularized when it is mature. The service network of population information query and certification will be improved. We will complete the engraving of “Seal for Population Information Query of Deyang Public Security Bureau”, install the population information query system, and authorize administrators before the end of May. A “green channel” for special people will be opened. From June 1st, the priority can be provided to treat affairs of the disabled who forget to take their disability cards based on specific situations, and such priority also goes to people above 70 years old with one valid identity cards.
