Deyang Municipality Initiates Two Key Projects to Cultivate Highly Skilled Professionals

Deyang Human Resources and Social Security Bureau recently initiated two key projects to cultivate highly skilled professionals in 2019. This action aims to build a knowledge-based, skilled and innovative talent team, carry forward the spirit of the craftsman, and promote “Created in Deyang” into a new era.

First, the fourth selection and recruitment of chief technicians in Deyang will be launched. In 2016, Deyang took the lead in implementing the “Recruitment Plan of 100 Chief Technicians” in the province. In this plan, highly skilled people with outstanding technical ability and performance as well as obvious influence and driving effects in different fields were hired. During the five-year appointment period, each qualified chief technician in Deyang enjoys a government subsidy of RMB10,000 annually. In 2017, “the intergenerational inheritance model of excellent skills driven by chief technicians” was selected as the first batch of experience in comprehensive innovative reform to be learned within the province. By the end of 2018, Deyang had selected 67 chief technicians in 3 batches. These technicians completed 140 major technical research projects and obtained 32 patent achievements in the production line; they also composed 95 normative guide books for operation and held 205 sessions of training with a total of 165 apprentices. Recently, Deyang initiated the fourth selection and recruitment for chief technicians, planning to hire 15-20 technicians. In the period of appraising, more attention will be paid to their performance and contribution in the production line.

       Second, the sixth review for Deyang technician studio will be started. In 2012, Deyang implemented a municipal project to build technician studios. Focusing on the key areas of economic development and relying on enterprises and industries, this project identified technician studios that were led by highly skilled professionals and carried out technological innovation and personnel training. In 2017, Deyang took the lead in introducing the Interim Management Measure for Deyang Technician Studio in the province to standardize project construction and increase project investment. By the end of 2018, 41 such studios of municipal and above level had been established, including 4 national ones and 7 provincial ones. A total of 441 projects and 371 technological innovation items were accomplished, 141 patents were attained, and 779 training sessions were held. This year, 6-8 new studios are to be built according to the plan in the sixth municipal studio construction project. The municipal financial bureau will provide a lump-sum subsidy of RMB100,000 (RMB200,000 for private enterprises) for the newly-built studios that are evaluated and identified. Performance evaluation will be conducted every two years for identified municipal studios, and the qualified ones will be given an incentive construction subsidy of RMB30,000-100,000 according to the evaluation result. This year, Deyang raises the subsidy amount from RMB100,000 to RMB200,000 for private enterprises that construct the municipal technician studios so as to further promote the healthy development of private economy, stimulate the innovation of private enterprises, and support private enterprises’ cultivation of skilled personnel.
