Self-printing Available for Enterprises with 12 Types of Certificate of Origin

On May 20th, Deyang Customs successfully issued the first certificate of origin printed by the enterprise itself, a step to facilitate the reform of cross-border trade taken by the General Administration of Customs. It marks the whole paper-free process of the customs in issuing the certificates of origin. In the future, enterprises can obtain such certificates of origin with the same legal effect as those issued on-site by the customs.

According to the "Notice on comprehensively promoting self-printing of certificates of origin" issued by the General Administration of Customs, self-printing of 12 types of certificates of origin issued by Deyang Customs, including: 11 preference certificates of origin set forth in the China-South Korea, China-Australia, China-Chile, China-Switzerland and Asia Pacific Region free trade agreements, and common certificates of origin, will be available from May 20th, 2019, except for the GSP certificates and three other certificates of origin from China-ASEAN Free Trade Zone, China-Peru Free Trade Zone, and China-Costa Rica Free Trade Zone. Deyang's self-printing certificates account for 80% of all certificates of origin.

In the future, enterprises only need to upload the electronic seal required for the enterprises' declaration column of the certificate of origin and the electronic signature of the applicant using the "single window" or "Internet+ Customs" integrated online service platform for international trade, and then print the certificates of origin by themselves with a double-sided color printer, upon online approval by the customs officers. This step has obviously improved the efficiency of clearance, and optimized the port business environment, thus greatly reducing the certification time and transportation costs for enterprises.

        According to statistics, Deyang Customs issued a total of 1023 certificates of origin from January to April this year, with an amount of USD52.2869 million, helping to realize the import tariff reduction of USD2,164,300. (Reporter Xu Hao, Correspondent Lei Chuang)
