The reporter has recently learned of the launch of selection of the first batch of “Famous Tourist Counties of Tianfu” in Sichuan Province. Three regions in Deyang, i.e. Mianzhu, Guanghan and Luojiang, will participate in the selection.

The Implementation Opinions on the Development of Famous Tourist Counties of Tianfu (hereinafter referred to as the Opinions), is the first document of great significance concerning the tourism development of counties printed and issued by the General Office of the CPC Provincial Committee and the General Office of the Provincial Government a few days ago. The Opinions offers a proposal to develop50famous tourist counties of Tianfu within five years. The Finance Department of Sichuan Province will provide a bonus of RMB30 million for the county once it is selected. Moreover, a construction land quota of 150 mu will be provided as well. .

It is reported that “Famous Tourist Counties of Tianfu” include candidate and winner counties. Each year, the number of winner counties selected is no more than 10, and that of candidate counties selected is kept within 30. Winner counties come from candidate counties. The list of winners will be unveiled at Sichuan Culture and Tourism Development Conference this year.

The participant counties must have good performance in the following aspects: significant improvement of the scale of tourism economy, development pattern of all-regional tourism, remarkable results in integrated development, high-quality and efficient tourism service, good or excellent comprehensive assessment, etc. For example, the total tourism revenue in previous year within the county should be RMB5 billion at least; the number of tourists received should be no less than 5,000,000; tourists who stay overnight in the county from other provinces and countries should account for 15% at least; and 80% or more tourists show high degree of satisfaction.

Moreover, the winner and candidate counties are subject to a degrading and delisting mechanism. Comprehensive review is performed every two years. If any winner county shows negative growth in total tourism revenue and number of tourists for two consecutive years, or its core tourism resources or product brands are delisted or degraded during the review ,it will be given one year to make rectification. In the event of inadequate rectification, it will be degraded to a candidate county. Similarly, any candidate county will be disqualified immediately. (Reported by Wu Ling)
